Dr. James S.P. CHIU 趙承平醫生
趙承平是倫敦大學榮譽法律學士和香港醫學專科學院外科院士。亦是香港 中文大學調解課程之首位客席助理教授（2010-12)，及與新加坡和解中心合 辦的調解訓練課程之聯合培訓師 (2011)。他是承平專業解紛中心創辦人， 具有超過十年經驗及處理超過 100 宗調解個案﹔亦是一位協作解紛專業人 員。趙醫生是香港大學醫學院名譽臨床助理教授，並列入世界名人錄 (2009 至 2012 年度在醫學界，2013 年度起在法律界)。 趙醫生曾任香港律師會，香港國際仲裁中心，與香港和解中心及現任香港 調解資歷評審協會有限公司之調解考核員。多個調解機構及大學之培訓師 及助教，香港醫學專科學院調解課程統籌及首席培訓師。在香港以外，他 亦曾於香港城市大學法律學院主辦之『中港商業紏紛』調解扮演示範中向 珠海市之法官及調解員講解及評論。 趙醫生現任香港律政司轄下調解督導委員會之規管架構專責委員會副主 席，亦曾任督導委員會之評審資格小組委員，道歉法例工作小組成員及修 訂香港調解守則小組成員，他亦是香港調解會之委員及評估式調解工作小 組成員。 趙醫生在香港及國際性刊物刊登多篇文章，並與本港及海外之其他學者出 版有關調解、談判與道歉的書籍。亦曾於八十多個本港及國際會議或研討 會中有關調解、談判、道歉及醫療法律之講座中擔任主持或講者。 趙醫生在澳門推廣調解已差不多十年。他早於二０一０年在澳門公立醫院 專科醫生協會講述『調解與醫生』。其後亦於二０一一及一二年應邀在澳 門培訓調解員。
Dr. James Chiu LLB (Hons) London, FCSHK, Specialist in General Surgery, was appointed the first Adjunct Assistant Professor at the Chinese University of HK to help starting the mediation courses in 2010, and a Workshop Instructor of Singapore Mediation Centre in HK in 2011. He is the Founder and Director of JC Professional Dispute Resolution Centre. James has over 10 years' experience in mediation and has conducted more than 100 mediation cases. He is also a Collaborative Practitioner. Dr. Chiu has been teaching at HKU since 1999, and is an Honorary Clinical Assistant Professor of the Department of Family Medicine & Primary Care. He is listed in Who’sWho in the World in the Healthcare Profession from 2009 to 2012, and in the Law Profession since 2013. James was an Assessor in mediation for HK Academy of Law (HKAL), HK International Arbitration Centre (HKIAC) and HK Mediation Centre, and is an Assessor of the HK Mediation Accreditation Association Ltd. (HKMAAL) since its inception. He was an Instructor of HK Mediation Centre, is a Trainer of HKMAAL recognised course, and a coach of mediation courses accredited by HKMAAL, including those of different universities. James is the Mediation Course Co-ordinator and Lead Trainer of HK Academy of Medicine. Outside HK, he has helped in a Mediator Training Course for Chinese Judges and Mediators organised by City U of HK in Zhuhai in 2012. Dr. Chiu is the Vice-Chairman of the Regulatory Framework Subcommittee under the Steering Committee on Mediation of the Department of Justice (DoJ) in HK. James was also a member of the Accreditation Subcommittee of the Steering Committee, the Working Group on Apology Legislation and the Working Party on Review of the HK Mediation Code. He is an ExCo member of the HK Mediation Council, and a member of its Working Group on Evaluative Mediation. James has published many articles on mediation, negotiation and apologies. In addition, he has co-authored the book “Mediation in Hong Kong – Law & Practice”, and written 7 chapters on mediation in three other books. His most recent book is “Apology Ordinance (Cap. 631) Commentary & Annotations”, which he co-authored and published in 2018. Dr. Chiu has chaired or spoken in over 80 local or international meetings and conferences in mediation, apologies and negotiation. James lectures at HKAL annually since 2013. He has also given talks at the Mediation Week of DoJ, HK Institute of Arbitrators, the KWM-CEDR-IDRA Mediation Roundtable, Law Lectures for Practitioners in HKU Law Faculty, and the HKU Centre for Medical Ethics and Law (CMEL) . James has been promoting mediation in Macau for nearly 10 years. He first gave a talk on “Mediation for Doctors” at the Association of Public Hospital Doctors of Macao in 2010. Dr. Chiu was a trainer for an Advance Intensive Negotiation and Mediation Training Course of the Macau Housing Bureau in the Macau Legal and Judicial Training Centre as early as in 2011, and also an Advanced Mediation Course at WTC Macau Arbitration Centre in 2012.
